We work with policymakers to craft cost-effective solutions, build capacity at the state and local level through technical assistance, and educate opinion leaders and the public, influencing the way people view the problem of homelessness, and, ultimately, how they respond with solutions. Fiscal Year 2005, the year this annual report covers, is the halfway marker. We begin our report with the story of the Ten Year Plan followed by our work in 2005.
