New Media Campaign: Ending Homelessness Among Veterans

The Alliance invites you to collaborate with us on the national media release of Data Update: Vital Mission - Ending Homelessness Among Veterans. The brief, which will be released on November 10 - one day before Veterans' Day - details changes in homelessness among veterans since 2005. The update will also highlight federal programs available and policy changes needed to prevent and end homelessness among veterans.

The release of this brief is a key opportunity to better inform local and national reporters - and through them, our local and national communities - about key policy proposals and your local efforts to address this critical issue. The Administration has already vowed to end homelessness among veterans in five years, and there are several legislative proposals in Congress to support that commitment.

By working together, we can generate enough media coverage to push policymakers to protect and honor those who served our country. The campaign is designed to help us ensure that all veterans have access to stable housing and the necessary supports to avoid homelessness. Please take part in this critical campaign!

On October 6, the Council of State Governments (CSG) Justice Center launched the

National Reentry Resource Center. The resource center aims to promote the successful reintegration of individuals from prisons and jails into their communities by providing resources for state and local governments, service providers, nonprofit organizations, and corrections institutions. The website will highlight current best practices and helpful resources on a variety of topics related to recidivism, including housing, mental health, substance abuse, and employment, among others. The website includes an entire page devoted to the relationship between housing and reentry. Research has shown that a lack of stable housing can increase the risk of recidivism for people leaving jails and prisons. The housing page includes a list of key resources, program examples, and other tools. The National Reentry Resource Center will also provide technical assistance to Second Chance Act grantees.
EUL, the VA can lease underutilized VA-owned facilities to nonprofit organizations at a low cost. Mission Homeless projects allow nonprofit organizations to use the facilities to build needed housing for homeless veterans. The VA has released a request for proposals (RFP) and is looking for proposals from community providers looking to develop housing programs for homeless veterans. The newly-available sites include Tuscaloosa, AL; Tuskegee, AL; Kerrville, TX; Roseburg, OR: Sheridan, WY; and Alexandria, LA. Proposals are due by noon ET on December 8.

Hill Update

Congress Continues to Consider Health Care Reform
Today, the Senate Finance Committee is expected to approve health care reform legislation drafted under the leadership of Senator Max Baucus (D-MT). The Finance Committee bill would expand Medicaid eligibility to people with incomes of up to 133 percent of poverty level. The legislation would also provide states with grants to expand early childhood home visitation programs. Early education home visiting programs provide parent education, child development, and support services to low-income, at-risk young children and their families. Once the legislation passes the Senate Finance Committee, it must be combined with health care reform legislation created by the Senate Health, Education, Labor, and Pensions Committee before heading to the Senate floor. In the House, Democratic leaders are in the process of combining three different versions of health care reform legislation into one bill to take to the House floor in the coming weeks.

New Bill to Fund National Housing Trust Fund Introduced in House
Last Friday, Representative Barney Frank (D-MA) introduced H.R. 3766, the Main Street TARP Act of 2009. The legislation would use revenue from the Troubled Assets Relief Program (TARP) to provide $1 billion to the National Housing Trust Fund. Frank introduced similar legislation this summer, but H.R. 3766 would also require that tenants residing in homes funded through the National Housing Trust Fund pay no more than 30 percent of their income toward housing. The legislation was referred to the House Financial Services Committee. In the Senate, legislation was introduced last week by Senator Jack Reed (D-RI) that would also use TARP revenue to provide $1 billion to the National Housing Trust Fund .

President Announces Nominee for SAMHSA Administrator
Last week, President Obama
announced that Pamela Hyde would be his nominee for Administrator of the Substance Abuse and Mental Health Services Administration (SAMSHA) at the Department of Health and Human Services. Ms. Hyde has served as Secretary of the New Mexico Human Services Department since 2003. She also previously served as New Mexico's Mental Health Director. Ms. Hyde must now be confirmed by the Senate.

HUD recently released a correction to the application due to a minor error regarding the importation of data into renewal budgets. Those completing Exhibit 2 applications who have already opened their applications but not yet submitted them should click on the button labeled "Update this e.Form to the current version" at the bottom of the application. This will update the Exhibit 2 application to the corrected version.

CCAM Hosts Online Dialogue on Access to Transportation

The Federal Interagency Coordinating Council on Access and Mobility (CCAM) will host a web-based, interactive, national dialogue from November 2 to 13. The goal of the dialogue is to collect ideas to help shape future CCAM policies. Participants will be able to submit, rate, and comment on ideas about how to increase access to affordable and reliable transportation services for people with low incomes, people with disabilities, and older adults. CCAM's free dialogue will be part of the United We Ride (UWR) project, which is designed to address coordination of transportation services across 64 different federal programs. Providing information about the transportation-related problems faced by homeless and at-risk individuals and families will allow the homelessness assistance system to help shape future federal transportation policy.
