The Department of Housing and Urban Development (HUD) has recently posted several resources to help communities implement their Homelessness Prevention and Rapid Re-Housing Program (HPRP) programs. The resources include:

HUD Releases Second Homelessness Pulse Report

On Wednesday, October 21, HUD posted the second quarterly Homelessness Pulse Project Report on the
Homelessness Resource Exchange. HUD is partnering with nine Continuums of Care (CoCs) across the country to collect more timely data on sheltered homelessness. The First Quarterly report was released in July and included information from point-in-time counts in March. The Second Quarterly report examines point-in-time counts reported in late June and compares them to the March point-in-time counts. The report also presents data collected on new clients in the participating CoCs between March and June and reports some qualitative observations from the CoCs.

Across all nine participating CoCs, the total number of sheltered persons in families increased by 2 percent, while the total number of sheltered individuals decreased by 3 percent. Between April 1 and June 30, the CoCs reported a total of 27,632 new clients in emergency shelters and transitional housing. The information in the report is broken down by specific CoCs, as well as by several demographic characteristics.

Hill Update

Appropriations: Congress to Consider Second Stopgap Measure This Week
Congress is expected to clear a stopgap funding measure for fiscal year (FY) 2010 appropriations this week. FY 2010 began on October 1, before Congress was able to complete all 12 annual appropriations bills. As a result, Congress passed a continuing resolution (CR) to fund the government mostly at FY 2009 levels through October 31. However, that CR is set to expire on Saturday, and the Senate has still not passed 5 of the 12 bills. Both chambers have passed separate versions of another three bills, including the Transportation, Housing, and Urban Development spending bill, but a compromise version has not yet passed. Both chambers are expected to pass another CR this week, though details about when the new CR would expire are not yet available.

Appropriations: Emergency Food and Shelter Program
On October 22, Congress sent the FY 2010 Homeland Security spending measure to President Obama for his signature. The legislation includes $200 million for the Emergency Food and Shelter Program. The Administration requested $100 million for the program, which also received $200 million in FY 2009.

Homelessness Resource Exchange (HRE). HUD posted two new resources regarding the Annual Homeless Assessment Report (AHAR), including "An Introductory Guide to the AHAR," which provides information on AHAR data reporting requirements and the data submission process. HUD also posted a "Frequently Asked Questions" document with answers to more than 40 common questions about the AHAR process. In addition, HUD posted a "Questions and Answers" document to help Continuums of Care complete their Housing Inventory (e-HIC) for Exhibit 1 of the CoC Homeless Assistance Program competition.

Urban Institute Hosts Forum on Mobility and Resilience in Low-Income Communities

On Tuesday, November 3, the Urban Institute's Metropolitan Housing and Communities Center will host a forum entitled, "Who Moves, Who Stays, and the Resilience of Low-Income Communities." Topics to be addressed include the rationale behind why low-income families move, whether mobility supports or undermines neighborhood stability, how federal neighborhood revitalization initiatives should respond to high rates of family mobility, and what role cities and nonprofits should play. Panelists will include Raphael Bostic, Assistant Secretary for Policy Development and Research at HUD; Claudia Coulton, co-director of the Center on Urban Poverty and Social Change at Case Western University; and Brett Theodos, research associate at the Urban Institute. The forum can be attended via a free webcast or in person in Washington, DC.
