Alliance Publishes New Geography Brief on Urban Homelessness

The latest Geography of Homelessness brief takes a closer look at urban homelessness by categorizing urban areas into five different types and comparing homeless population sizes, rates of homelessness, and changes between 2005 and 2007. The brief found that homelessness was most concentrated in the major cities category, which is the most urban of the urban categories, and includes cities like New York, Atlanta, Columbus, and San Diego. In those major cities, the number of homeless people rose between 2005 and 2007, while it declined in other urban areas and in the nation as a whole.

Housing First Partnership and Accountability Matrix, to help communities determine partners and their roles based on the major outcomes of a Housing First system. The newsletter also includes an FAQ section that features three questions that communities have been asking the Alliance recently, as well as a review of a recent webinar on rural homelessness and a special feature on Fairfax County, VA's efforts to implement a new intake and assessment process.

The Alliance's first Virtual Discussion focused on implementation of the Homelessness Prevention and Rapid Re-Housing Program. A summary of that Question and Answer period has been posted to both the Alliance's website and to Community ShareNet.

HUD Solicits Comments on Draft Strategic Plan

The U.S. Department of Housing and Urban Development (HUD) is developing a new five-year strategic plan and is seeking comments. HUD's draft mission statement and goals are as follows:

Mission: Invest in quality, affordable homes and build strong, safe, healthy communities for all.

Goals:
  • Repair the nation's economy and housing market
  • Promote affordable rental housing
  • Utilize housing as a platform for improving quality of life
  • Build inclusive and sustainable communities of opportunity
  • Transform the way HUD does business
The plan also includes a vision statement and 16 sub-goals, one of which is to "Provide housing and social stability for the homeless and those at risk of being homeless." HUD has posted questions and is seeking comments on the plan. Comments will be reviewed, and a new draft will be completed in early December. Those interested in commenting on the draft strategic plan should send their comments to
transformation@hud.gov. HUD has also created a website for the public to submit and vote on new ideas for transforming HUD.

Alliance Hosts National Advisory Council for LGBTQ Homeless Youth Meeting

Last month, the Alliance hosted the third annual meeting of the National Advisory Council on LGBTQ Homeless Youth in Washington, D.C. The National Advisory Council is comprised of local agency directors and national advocates who focus all or part of their work on meeting the needs of lesbian, gay, bisexual, transgender, and queer/questioning (LGBTQ) homeless youth. The annual meeting included a review of progress made in 2009 on improving local community services for LGBTQ homeless youth and publication of a national guide entitled, "National Recommended Best Practices for Serving LGBTQ Homeless Youth." The meeting also included a review of current work to expand civil rights, ensure access to health care, and create safer schools for queer youth. The Sentencing Project co-sponsored a Congressional briefing, "Back on Track: Supporting Youth Reentry from Out-of-Home Placement to the Community." The briefing was hosted by Senator Benjamin Cardin (D-MD) on Capitol Hill. Each year, approximately 100,000 young people exit the juvenile justice system and are often discharged back to families struggling with domestic violence, substance abuse, unresolved mental health disabilities, and poverty. Many youth who exit juvenile justice placements and detention experience housing instability and homelessness. The briefing raised awareness of the importance of supporting youth in their transition from incarceration and juvenile justice out-of-home placements back into the community, and was attended by more than 100 Congressional staff, advocates, and practitioners. A new report, co-authored by the Alliance and The Sentencing Project, was also released.
