HUD Releases Third Homelessness Pulse Report

The Department of Housing and Urban Development (HUD) recently released its third Homelessness Pulse Report on the Homelessness Resource Exchange. HUD is collaborating with nine Continuums of Care (CoCs) across the country to collect more timely data on the status of sheltered homelessness. The nine participating CoCs represent about 12 percent of the country's overall shelter and transitional housing capacity. This sample of CoCs helps HUD to supplement its yearly reports, including the Annual Homelessness Assessment Report (AHAR) to Congress. Collected quarterly, data from the pulse reports are intended to assess what effects the current economic crisis and factors such as unemployment and foreclosures have on the number of people experiencing homelessness.
The most recent pulse report collected data at the end of September 2009 and compared it with data from the two pervious quarters. Seven of the nine participating CoCs provided data for this quarter's report. The number of sheltered homeless people increased 8 percent across these sites since June of last year; all but one CoC experienced an increase in the total sheltered count. In addition, the total count of sheltered people in families increased by 10 percent from the previous quarter. Compared to the second quarter, all sites saw an increase in the number of people who were homeless for the first time during the third quarter. Overall, there was a 26 percent increase in the total number of people accessing emergency shelters or transitional housing programs for the first time. The information in the report is broken down by specific CoCs, as well as by several demographic characteristics.

Hill Update

House, Senate T-HUD Appropriations Committees to Hold Hearings This week, both the House and Senate Transportation, Housing, and Urban Development (T-HUD) Appropriations Subcommittees are scheduled to hold hearings on the President's Fiscal Year (FY) 2011 budget proposal. Shaun Donovan, Secretary of the U.S. Department of Housing and Urban Development, is expected to testify at both hearings. These hearings will help Congress shape its budget resolution, which sets the overall framework for FY 2011 federal spending. The Senate T-HUD Appropriations Subcommittee will hold its hearing on Thursday, February 25; the House T-HUD Appropriations Subcommittee is scheduled to hold its hearing today, February 23.
President Releases New Health Care Reform Proposal Yesterday, February 22, President Obama released his own health care reform proposal, which aims to bridge the differences between the House and Senate versions of health care reform legislation. The proposal was released in advance of a bipartisan health care summit scheduled for later this week. The proposal includes an expansion of Medicaid eligibility to all non-elderly Americans with incomes less than 133 percent of the federal poverty level, which would cover nearly all people experiencing homelessness. The President's proposal also includes $11 billion for Community Health Centers. Typically, a portion of funding for these Centers is used for Health Care for the Homeless clinics.
