Alliance Publishes Geography of Homelessness Brief


Today, the Alliance released the final Geography of Homelessness report. This report includes all of the previous issues in the Geography of Homelessness series and features a new section on the distribution of emergency shelter, transitional housing, and permanent supportive housing beds across the country. This new section examines the composition of the bed inventory for each of the five geographic categories (Rural to Urban) to determine if differences exist among them.

The newest section also examines the ratio of homeless people to beds available in each geographic category. Additionally, it examines the beds "under development" -- that is, fully funded but not yet in use -- to determine by how much the inventory of each bed type will increase in each geographic category.

This analysis found that emergency shelter comprises a larger share of the bed inventory in the more rural categories, while transitional housing and permanent supportive housing represent a larger portion of the bed inventory in the more urban categories. Additionally, in each geographic category, the largest percentage of inventory "under development" is permanent supportive housing.

On Tuesday, March 23, the Alliance and the Corporation for Supportive Housing (CSH) are co-hosting a Congressional briefing entitled "Policy Solutions to Chronic Homelessness." The briefing will educate Members of Congress and their staff about the impact that a federal commitment to ending chronic homelessness has had on their communities, and what future investments should be made to continue this progress. At the briefing, the Alliance will officially release a new policy brief on chronic homelessness and its policy solutions.

Alliance to Host Webinar on Moving to a Rapid Re-Housing System

On Thursday, March 18 at 3:30 pm ET, the Alliance will host a webinar to discuss the rapid re-housing system in Trenton/Mercer County, NJ. The presentation will include an overview of their vision for ending homelessness, the strategies they developed to reduce homelessness, and how they are using Homelessness Prevention and Rapid Re-Housing Program (HPRP) funds and other funding streams to help create a comprehensive Housing First system. The speakers will also present information about building political will to move to a rapid re-housing system, performing targeting and assessment, and leveraging TANF resources to serve homeless families. Speakers will include Herb Levine and Rebecca Rhoads of the Mercer Alliance to End Homelessness and Sue Ruckman of the Mercer County Board of Social Services.

White House Announces Plan to Develop Alternative Measure of Poverty

On March 2, the Obama Administration announced that is preparing to develop an alternative formula for calculating how many Americans are living in poverty. The existing measurement is based on the cost of food and the cash income taken in by a family. Under the alternative definition, housing, health care, child care, and utility expenses will also be considered. This measure will not replace the existing federal poverty line, which is used to calculate who qualifies for many federal programs, including food stamps, Medicaid, and TANF. Instead, the alternative measure aims simply to provide a supplemental perspective on who is struggling with poverty. The alternative measure is expected to be released in Fall 2011 for the first time.
