Congress May Consider Legislation to Fund NHTF This week, the House is expected to consider H.R. 4213, the "tax extenders bill." Signs indicate that the legislation may also provide $1 billion for the National Housing Trust Fund (NHTF), along with an additional $65 million for project-based vouchers to be distributed in conjunction with the Trust Fund capital grants. If the House passes H.R. 4213, it will head to the Senate. Senate leaders hope to pass the bill before the Memorial Day Recess.
House to Hold Hearing on HUD's TRA Initiative Next Tuesday, May 25, the House Financial Services Committee is expected to hold a hearing on the
"Transforming Rental Assistance" (TRA) initiative recently proposed by the Department of Housing and Urban Development (HUD). HUD has prepared a summary of the proposed legislation, which would begin consolidating various rental assistance programs, including public housing. The legislation must be introduced by a Member of Congress, and no one has yet pledged to do so. HUD Secretary Shaun Donovan is expected to testify at the hearing.
House HHS Appropriations Subcommittee Holds Hearing On May 12, the House Labor, Health and Human Services (HHS), and Education Appropriations Subcommittee held a hearing on Fiscal Year (FY) 2011 appropriations. Numerous programs impacting people experiencing or at risk of homelessness, including funding for the Runaway and Homeless Youth Act and services in supportive housing within the Substance Abuse and Mental Health Services Administration (SAMHSA), were discussed at the hearing. The SAMHSA program could include funding for the Administration's proposed Housing and Services for Homeless Persons Demonstration, which would couple Section 8 vouchers with services provided by the Departments of Education and HHS.
Alliance Vice President of Programs and Policy Steve Berg testified at the hearing. His testimony included analysis of the importance of these programs, and he also discussed the Community Health Teams Grant Program, created under the health care reform legislation. This program would create teams of primary care providers and other state- and community-based resources to support people living in patient-centered medical homes, an ideal model for homeless people with severe disabilities living in permanent supportive housing.

Homelessness Research Institute (HRI), the research and education arm of the Alliance, is hiring a Research Associate to assist in fulfilling HRI's mission to end homelessness by building and disseminating knowledge about solutions to homelessness that drives practice and policy change. The ideal candidate will have a Masters degree in public policy, economics, geography, urban planning, sociology, or a related field, experience conducting data analysis using SPSS, familiarity with geographic information systems, and excellent writing skills. Examples of the kind of research products that the successful candidate will conceive and create include Geography of Homelessness, Demographics of Homelessness: The Rising Elderly Population, Community Snapshot: Alameda County, CA, and the Multi-Year Homeless Count Map.
