HEARTH Act Regulations Ensure that HUD regulations facilitate best practices for preventing and ending homelessness. |
In late April 2010, HUD released the first in a series of draft regulations for the HEARTH Act. The first regulation focused on the definition of homelessness. In June, the Alliance submitted comments , which can be found here. HUD is expected to release additional regulations over the coming months. More info. |
McKinney-Vento Funding Increase funding for HUD Homeless Assistance Grants to $2.4 billion in FY 2011. |
Several Members of Congress signed letters of support for increased homeless assistance funding. On July 20, the full House Appropriations Committee announced proposed funding levels of $2.2 billion for FY 2011, an increase of $145 million from the Administration's proposal. On July 21, the Senate T-HUD Subcommittee announced funding levels of $2.055 billion for FY 2011, matching the Administration's proposal. More info. |

The Alliance hosted a forum on April 22 for Congressional and Administration staff as well as homelessness leaders in several cities to discuss how to implement the Housing and Services for Homeless Persons Demonstration. On July 1, the House T-HUD Appropriations Subcommittee announced funding levels (pending passage) for the Homeless Demonstration at $85 million. More info. |

On February 1, the Administration released its FY 2011 budget proposal. It included a request for $87 million for SAMHSA Homeless Services, which would be a $12 million increase over FY 2010. That funding included $16 million for the Housing and Services for Homeless Persons Demonstration. The HHS Appropriations Subcommittee marked up its FY 2011 bill on July 14; however, details on SAMHSA are not yet available. More info. |

On February 1, the Administration released its FY 2011 budget proposal, which included $19.6 billion for tenant-based Housing Choice Vouchers. On July 1, the House T-HUD Appropriations Subcommittee announced funding levels (pending passage) of $17,385 for the Tenant-Based Rental Assistance renewals, HUD-VASH vouchers, and the Homeless Demonstration. On February 1, the Administration released its FY 2011 budget proposal, which included $116 million for RHYA programs. This figure represents level funding compared to FY 2010. The HHS Appropriations subcommittee has marked up its FY 2011 bill; however, details on RHYA funding are not yet available. More info. |
Veterans Legislation Enact the Zero Tolerance for Veterans Homelessness Act, and increase funding for programs to prevent and end veteran homelessness, including funding for 10,000 VASH vouchers and $799 million for VA homelessness programs. |
On February 1, the Administration released its FY 2011 budget proposal, which proposed increasing funding for veteran homelessness assistance programs by 50 percent to $799 million. In late January, the Senate Committee on Veterans Affairs passed S. 1237, the "Homeless Veterans and Other Health Care Authorities Act of 2010,” which included parts of the Zero Tolerance for Homeless Veterans Act. On May 20, the Senate Military Construction and Veterans Affairs (VA) and Transportation, Housing, and Urban Development (T-HUD) Appropriations Subcommittees held a joint hearing on the progress of efforts to end veteran homelessness. On May 29, the House passed H.R. 4213, known as the "Tax Extenders Bill," which includes $1 billion for the National Housing Trust Fund. Two attempts to pass the legislation in the Senate have been defeated. Senate leadership hopes to take up the legislation again following the July recess. More info. |
