Hill Update: House T-HUD Committee Marks Up FY 2011 Bill

On Thursday, July 1, the House Transportation, Housing, and Urban Development (T-HUD) Appropriations Subcommittee marked up its fiscal year (FY) 2011 spending bill. The T-HUD Committee oversees funding for programs within the Department of Housing and Urban Development (HUD). Although all of the details of the bill are not yet available, the legislation includes:

  • $2.055 billion for HUD's McKinney-Vento Homeless Assistance Grants (the amount requested by the Administration and a 10 percent increase over FY 2010);
  • $75 million for 10,000 new HUD-VA Supportive Housing (VASH) vouchers;
  • $85 million for 10,000 housing vouchers for the Housing and Services for Homeless Persons Demonstration;
  • $350 million for the Housing Opportunities for Persons with AIDS (HOPWA) program (a $15 million increase over FY 2010);
  • $4.829 billion for the Public Housing Operating Fund (a $54 million increase over FY 2010);
  • $2.5 billion for the Public Housing Capital Fund;
  • $17.255 billion for Tenant-Based Rental Assistance renewals (an $885.8 million increase over FY 2010);
  • $200 million for HOPE VI (a $65 million increase over FY 2010);
  • $4.352 billion for the Community Development Block Grant (a $97.9 million decrease over FY 2010); and
  • $1.825 billion for HOME (no change from FY 2010).

In addition, the Commerce-Justice-Science (CJS) Appropriations Subcommittee marked up its FY 2011 spending bill on Tuesday, June 29. The full details of this legislation have not yet been released.

There will be much to discuss about veterans' homelessness beyond the commitment made by Secretary of the Department of Veterans Affairs (VA) Eric Shinseki to end homelessness for veterans in five years. There have been a number of recent developments in Congress that could lead to progress on ending homelessness for veterans:
  • The House's first version of a HUD spending bill for Fiscal Year 2011 includes funding for 10,000 additional HUD-VASH vouchers.
  • The House has already passed the End Veteran Homelessness Act of 2010 (H.R. 4810), which, among other things, calls for a substantial increase in an existing VA program to be used for grants to nonprofits for homelessness prevention and rapid re-housing.
  • The Senate VA committee has passed the Homeless Veterans and Other Veterans Health Care Authorities Act of 2010 (S. 1237), combining earlier bills from Senators Patty Murray (D-WA), Jack Reed (D-RI), and Kit Bond (R-MO) to create a comprehensive package of new program authority to help VA end homelessness among veterans. This bill is awaiting action by the full Senate.

Both Secretary Shinseki and HUD Secretary Shaun Donovan will keynote at the Alliance conference next week. The Alliance is looking forward to a productive conversation about this very important topic.
