Alliance Releases Paper Focused on Family Homelessness

The Alliance recently released Ending Family Homelessness: Lessons from Communities .This paper provides updates on the key strategies to ending family homelessness which were first unveiled in 2006 in Promising Strategies to End Family Homelessness. Strategies examined include shelter diversion, rental assistance, and coordinated intake and assessment. Each strategy section offers a description of how each approach may be carried out, as well as an example of a community that has implemented that strategy well. The paper includes programs from a wide variety of communities such as Portland, OR; Salt Lake City, UT; Clallam County, WA; and regions throughout Massachusetts.

House Passes HUD Appropriations Bill
On Thursday, July 29, the House passed H.R. 5850, the appropriations bill allocating funding for the Departments of Transportation (DOT) and Housing and Urban Development (HUD) for fiscal year (FY) 2011. The legislation includes:
The Senate is expected to consider its version of the FY 2011 HUD appropriations bill in the coming months.



Senate HHS Appropriations Subcommittee Marks Up FY 2011 Bill
On Wednesday, July 28, the Senate Labor, Health and Human Services (HHS), and Education Appropriations Subcommittee marked up its spending bill for FY 2011. While full details of the legislation are not yet available, it includes:
  • $159.4 million total for homeless services within the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Projects for Assistance in Transition from Homelessness (PATH) program (an increase of $17 million from FY 2010);
  • $123.7 million for Runaway and Homeless Youth Act (RHYA) programs (an increase of $8 million from FY 2010);
  • $75.4 million for Education for Homeless Children and Youth (EHCY) programs (an increase of $10 million from FY 2010); and
  • $3.8 billion for the Workforce Investment Act (WIA), which provides state grants for job training and employment services (an increase of nearly $163.6 million from FY 2010).
