In June of 2005, the Quincy Leadership Council on Chronic Homelessness submitted their plan to end chronic homelessness in their city in ten years. Their vision statement, “Within the next ten years, all chronically homeless individuals will have a permanent, safe, affordable place to call home” guides their strategy in ending homelessness in Quincy. The council developed action steps with measurable outcomes to determine progress. These action steps will be re-evaluated each quarter to ensure timeliness in progress. The four critical areas encompassing each action step are:
