“Uniting For Solutions Beyond Shelter: The Action Plan for New York City,” is a ten-year action plan that brings together the business, nonprofit, and public sector communities to address the challenging issue of homelessness at its core, rather than manage it at the margins. A coordinating committee has produced a nine-point strategy that aims to:

  • Overcome street homelessness
  • Prevent homelessness
  • Coordinate discharge planning
  • Coordinate city services and benefits
  • Minimize disruptions to families whose homelessness cannot be prevented
  • Minimize duration of homelessness
  • Shift resources into preferred solutions
  • Provide resources for vulnerable populations to access afford housing
  • Measure progress, evaluate success, and invest in continuous improvement

These strategies will reshape the city’s approach to assisting at-risk and homeless New Yorkers.
