On May 12, 2004, the “Dallas Ten-Year Plan: An Action Plan to Identify Goals, Strategies and Methodology to Impact and End Chronic Homelessness,” was approved by the Dallas Mayor and City Council. The primary focus areas of the plan are homeless prevention; outreach, intake, and assessment; emergency,transitional shelter, and permanent supportive housing; and permanent housing.
