In October of 2004, the Alexandria Homeless Services Coordinating Committee unveiled the City’s Ten-Year Plan to End Chronic Homelessness and Other Forms of Homelessness. The plan includes a three-pronged approach to ending homelessness. First, “closing the front door,” or preventing homelessness through improving legal services for the chronically homeless, utilizing effective discharge planning models, and developing homeless prevention plans with landlords. Second, the plan works to “open the back door” or create permanent housing by developing permanent housing facilities and increasing housing opportunities. Finally, the plan aims to build infrastructure and maximize mainstream resources.
