National Alliance to End Homelessness - Advocacy Update
October 3, 2011

National Call-In Week Happening THIS WEEK!
As we announced last week, the Alliance has teamed up with its national partners to sponsor a Congressional Call-In Week happening this week. We are urging as many people as possible to reach out to their Members of Congress in both the House and Senate to urge them to provide as much funding as possible for the Department of Housing and Urban Development (HUD), including an INCREASE to HUD's McKinney-Vento Homeless Assistance Grants.

Here's what you can do to reach out to your Members' Offices:
  1. Call the Washington, DC offices of your Members of Congress. Ask to speak to the person who handles housing issues.  Congressional office phone numbers can be found by calling the congressional switchboard at 202-224-3121.
  2. Use these talking points to explain the importance of increasing HUD funding for McKinney-Vento programs for your community or state.
  3. Request that the housing staff person ask his/her boss to contact Appropriations Committee leaders to request moving enough additional money into the fiscal year (FY) 2012 HUD funding bill to pay for an increase in homelessness funding.
  4. Customize this sample action alert and use it to mobilize your colleagues, friends, family, and networks to take action on this important issue.
  5. Let us know which offices you contacted or if you need any assistance by emailing Kate Seif at cseif@naeh.org.
More Information
The Senate and House have returned today from a brief recess and are expected to begin working on final negotiations for FY 2012 appropriations, including discussing final funding levels for programs within HUD, including low-income housing and homeless assistance programs.

Many Campaign for Housing and Community Development Funding (CHCDF) member organizations are mobilizing their field and partners this week to make a final impact on funding levels for key HUD programs.  Together, we can make a difference, but we need your help! Please take a moment this week to reach out to your Member of Congress on this important issue.

House Committee Releases HHS Funding Bill

The House Appropriations Committee released its FY 2012 funding bill for the Department of Health and Human Services (HHS) last week. The legislation included approximately:

  • $116 million for Runaway and Homeless Youth Act Programs, which represents flat funding from FY 2011 and is $5 million below the Administration's request;
  • $65 million for PATH, which represents flat funding from FY 2011; and
  • $63 million for Promoting Safe and Stable Families, which also represents flat funding from FY 2011.

Not all details of the legislation are available at this time. Further information about the draft legislation is available here.

Background Information

The House Appropriations Committee will need to approve this draft legislation, which it is likely to do within the next week or so.  Following the Committee's approval, the final version of this legislation will be worked out between the House and Senate Appropriations Committee, which may begin as early as this week. The Senate released its version of this funding bill in late September.
