Alliance Hiring a Capacity Building Associate

The National Alliance to End Homelessness is hiring a Capacity Building Associate to help communities adopt policies and practices to prevent and end homelessness. The Capacity Building Associate will research policies and practices used by communities and translate that research into written products and training curricula. The Associate will also interact with nonprofit providers, local government officials, and other stakeholders in a range of settings including formal training sessions and webinars. Hill Update

The House and Senate are returning from their summer recess tomorrow, Wednesday, September 7. Through the end of the calendar year, Congress is expected to work on legislation largely related to the federal deficit and budget.

Appropriations
While Congress may not complete the appropriations process by the end of the fiscal year (ending September 30), it seems likely that the process may be completed by the end of the calendar year. Since the overall spending limit for fiscal year (FY) 2012 was set in the debt ceiling negotiations in July and early August, Congress will be able to move forward more quickly with the details of FY 2012 appropriations for specific programs, including homeless assistance programs.


Job Creation Proposal
President Obama is planning to release a proposal for job creation this Thursday, September 8. The Alliance is hopeful that it will include provisions for people at the bottom of the labor market. The President's proposals will need to pass Congress before they are enacted; therefore, Congress is also expected to take some sort of action on jobs creation in the remainder of the year.

Section 8 Reform

New Data Report: Homelessness Pulse Report: First Quarter, 2011

Last week, the Department of Housing and Urban Development (HUD) released the Homelessness Pulse Report: First Quarter, 2011, which presents quarterly trends of homelessness data from a number of communities. The major findings show that sheltered homelessness increased in 75 percent of the Continuum of Cares (CoCs) included in the report, but that the newly sheltered homeless population decreased in 55 percent of the CoCs. The report presents data at quarterly intervals ending with January, 2011. The data were collected from 23 CoCs representing 361 counties and 422 cities.
