Alliance Hiring a Capacity Building Associate

The National Alliance to End Homelessness is hiring a Capacity Building Associate to help communities adopt policies and practices to prevent and end homelessness. The Capacity Building Associate will research policies and practices used by communities and translate that research into written products and training curricula. The Associate will also interact with nonprofit providers, local government officials, and other stakeholders in a range of settings including formal training sessions and webinars. Hill Update

The House and Senate are returning from their summer recess tomorrow, Wednesday, September 7. Through the end of the calendar year, Congress is expected to work on legislation largely related to the federal deficit and budget.

Appropriations
While Congress may not complete the appropriations process by the end of the fiscal year (ending September 30), it seems likely that the process may be completed by the end of the calendar year. Since the overall spending limit for fiscal year (FY) 2012 was set in the debt ceiling negotiations in July and early August, Congress will be able to move forward more quickly with the details of FY 2012 appropriations for specific programs, including homeless assistance programs.

The Super Committee, the bipartisan group of Members of Congress tasked with lowering the national debt, will be meeting throughout the fall to create a plan to reduce the federal deficit by $1.5 trillion over 10 years. The Committee will hold their first hearing on September 13 and by statute, must release their plan by November 23. Congress must approve the measure by December 23 to avoid triggering automatic spending cuts. This proposal is likely to dominate the legislative agenda toward the end of the calendar year. Job Creation Proposal
President Obama is planning to release a proposal for job creation this Thursday, September 8. The Alliance is hopeful that it will include provisions for people at the bottom of the labor market. The President's proposals will need to pass Congress before they are enacted; therefore, Congress is also expected to take some sort of action on jobs creation in the remainder of the year.

Section 8 Reform
Finally, Congress is expected to move forward with its work on Section 8 reform. For more information on Section 8 reform and the current proposals being considered in Congress, please visit our website.

Rapid Re-housing Webinars Now Available

Last week, the Alliance concluded a two-part series of webinars on rapid re-housing. These interactive webinars allowed participants to ask questions and respond to polls given by the presenters. The first part of the series covered the basics of rapid re-housing, including the definition, tips on working with landlords, and a discussion of housing barriers; the second part focused on rapid re-housing program design and implementation and included a discussion of program budgeting, staffing, and available funding sources. The PowerPoint presentations of both webinars are now posted to the Alliance's website.

Paper on Shelter Diversion Available

The Alliance recently released a white paper on shelter diversion, which details how communities can use a diversion program to reduce entries into homelessness and use their shelter beds more effectively. The paper defines diversion and gives examples of how communities have implemented this model successfully. This resource, and other diversion resources, can be found on the Front Door Strategies section of the Alliance website.

New Data Report: Homelessness Pulse Report: First Quarter, 2011

Last week, the Department of Housing and Urban Development (HUD) released the Homelessness Pulse Report: First Quarter, 2011, which presents quarterly trends of homelessness data from a number of communities. The major findings show that sheltered homelessness increased in 75 percent of the Continuum of Cares (CoCs) included in the report, but that the newly sheltered homeless population decreased in 55 percent of the CoCs. The report presents data at quarterly intervals ending with January, 2011. The data were collected from 23 CoCs representing 361 counties and 422 cities.

The Homelessness Pulse Report is HUD's attempt to disseminate data more frequently than the Annual Homeless Assessment Report and to monitor progress against the Federal Strategic Plan to Prevent and End Homelessness. For analysis of the report, see the Alliance's blog.
