Alliance Releases Research Brief that Projects Increases in Homelessness

Last week, the Alliance released a paper entitled "Increases in Homelessness on the Horizon," detailing projections that, in the next three years, homelessness in the United States could increase by an estimated 5 percent, or 74,000 people. The projections are based on new evidence about increased poverty and future economic trends coupled with federal, state, and local budget cuts. Additionally, the paper recommends a series of four interventions that could be implemented to prevent an increase in future homelessness.

Hill Update

House Appropriations Committee Releases HHS Appropriations Bill
Last Thursday, September 29, the House Appropriations Committee on Labor, Health and Human Services, and Education released its fiscal year (FY) 2012 draft appropriations bill. The House bill included the following approximate proposed spending levels:
  • $116 million for Runaway and Homeless Youth Act Programs, which represents flat funding from FY 2011 and is $5 million below the Administration's request;
  • $224 million for Health Care for the Homeless;
  • $65 million for PATH, which represents flat funding from FY 2011; and
  • $63 million for Promoting Safe and Stable Families, which also represents flat funding from FY 2011.

Other items, such as the proposed funding level for the Substance Abuse and Mental Health Services Administration's (SAMHSA) Homeless Services, are not available at this time.

The House and Senate are now expected to begin compromising on funding levels for all federal programs to produce final funding levels for FY 2012. For a comprehensive chart of homelessness programs and their proposed and past funding levels, please click here.

Correction: Congress Continues Work on FY 2012 Appropriations
In last week's Alliance Online News, it was noted that Congress passed a stopgap funding measure on September 26 funding the government through November 18. This measure actually did not pass. Instead, Congress passed a very short-term stopgap measure, also known as a Continuing Resolution (CR), funding the government for just a few days beyond the end of FY 2011, until today, October 4. Congress is planning to pass a similar CR today funding the government through November 18. We apologize for any inconvenience this error may have caused.

USICH Releases Update to Opening Doors

The U.S. Interagency Council on Homelessness (USICH) released its first annual update to Opening Doors: Federal Strategic Plan to Prevent and End Homelessness. The 2011 Annual Update covers the progress made around many of the Plan's goals, objectives, and strategies, focusing on six categories: breaking down silos; data collection, analysis, and reporting; adoption of proven tools and effective practices; better use of targeted resources; improved access to mainstream resources; and increased engagement with states and communities.

If you work for a program that serves pregnant and parenting youth, the Alliance would like to hear from you. This 10 minute survey asks brief questions regarding your program's mission, eligibility requirements, housing model, service provision, and outcomes. Alliance staff will be conducting follow-up interviews with some survey participants to identify exemplary models that may be profiled on the Alliance website or at an upcoming conference.
