Alliance Releases Year One Progress Report on the Federal Strategic Plan to End Homelessness

On the one-year anniversary of the release of Opening Doors: Federal Strategic Plan to Prevent and End Homelessness (the Plan), the Alliance released a report analyzing the success of the member federal agencies of the U.S. Interagency Council on Homelessness in meeting the Plan's ambitious goals. The Progress Report reveals that while there was a great deal of activity on the 52 strategies the Plan identified to meet the goals, measurable progress has been made on only 18 of the strategies. Moreover, preliminary data suggest that instead of going down, homelessness in the country may have increased slightly during the first year of the Plan.

Hill Update

House Financial Services Committee Holds Section 8 Hearing
On Thursday, June 23, the House Financial Services Subcommittee on Insurance, Housing and Community Opportunity held a hearing entitled "Legislative Proposals to Reform the Housing Choice Voucher Program." The hearing focused largely on the draft of the Section Eight Savings Act of 2011 (SESA), recently released by the Committee. Witnesses included various representatives from public housing authorities; Linda Couch, Senior Vice President of the National Low Income Housing Coalition; Barbara Sard, Vice President for Housing Policy at the Center on Budget and Policy Priorities; and Roberta Graham, Vice President of Housing Choice Voucher Services at Quadel Consulting.

Senate Hosts Youth Homelessness Congressional Brief
On Friday, June 17, Senators Patty Murray (D-WA) and Lisa Murkowski (R-AK) hosted a briefing entitled "Voices of Youth: A Discussion of Homelessness and the Power of Education" for Members of the Senate. Barb Dexter, a Secondary School Specialist with the Anchorage School District's Child in Transition/Title I Homeless Program, moderated the briefing. Presenters consisted of formerly homeless youth from ten different states. Presenters shared their stories of graduating high school despite experiencing homelessness and having little support. Students were asked about the accessibility of key support services, including child welfare support services, food stamps, and others.

The House is on recess this week and will return Wednesday, July 6. The Senate will be on recess next week for the Independence Day holiday, returning Monday, July 11.

Contribute to the Alliance's Coordinated Entry Resources
The Alliance is looking for examples of assessment tools, policy or procedures documents, or other resources from communities with coordinated intake or shelter diversion systems. These documents would serve as example materials and resources for other communities interested in establishing a coordinated entry system. Please send any materials, with a brief explanation of the intake system and the resource, to Kim Walker.

Report Shows SSI Payments Inadequate

The Technical Assistance Collaborative, Inc. (TAC) and Consortium for Citizens with Disabilities (CCD) Housing Task Force recently released Priced Out, examining the value of Supplementary Security Income (SSI). The report shows that an individual receiving SSI, a federal supplement designed to provide for the basic needs of disabled people who have little or no income, is priced out of every single housing market. On average, the income necessary to rent a one-bedroom apartment is 112 percent of monthly SSI payments and 99 percent for a smaller studio/efficiency unit. The report also showed that the number of states providing additional supplements to those receiving federal SSI payments has declined since 1998, and these supplements make little difference in ability to afford housing.

HUD Secretary Encourages PHAs to Help Ex-Offenders Access Housing

HUD Secretary Shaun Donovan recently sent a letter to directors of public housing authorities (PHAs) clarifying the agency's position on public housing eligibility for people with criminal records. In the letter, which was co-signed by Assistant Secretary for Public and Indian Housing Sandra B. Henriquez, Secretary Donovan encourages PHA executive directors "to allow ex-offenders to rejoin their families in the Public Housing or Housing Choice Voucher programs, when appropriate."
