Alliance Releases Youth Typology Paper

Last week, as part of the Research Matters series, the Alliance’s Homelessness Research Institute released “The Heterogeneity of Homeless Youth in America: Examining Typologies.” The paper, authored by Alliance Research Council member Paul Toro and his colleagues Tegan Lesperance and Jordan Braciszewski, provides a review of prior research typologies of homeless youth and offers a new three-category youth typology. The typology classifies homeless youth into one of the following groups: (1) transient but connected youth, (2) high-risk youth, or (3) low-risk youth. These classifications were derived based on a longitudinal study of homeless youth. A series of six recommendations for future research and intervention are also offered. The paper points out that “targeted interventions can be created for homeless youth…even for youth who are experiencing a number of difficulties early on, positive outcomes are often achieved.”

House Workforce Committee Holds Hearing on WIA
On Tuesday, October 4, the House Subcommittee on Higher Education and Workforce Training held a hearing on the Workforce Investment Act (WIA) entitled "Modernizing the Workforce Investment Act: Development an Effective Job Training System for Workers and Employers." The hearing focused on updating and reforming the job training system as part of the reauthorization process of the WIA. House Financial Services Committee Releases Second Section 8 Reform Draft
On Thursday, October 6, the House Financial Services Subcommittee on Insurance, Housing and Community Opportunity released a second draft of its Section 8 Voucher Reform proposals, known as the Section Eight Savings Act of 2011 (SESA). The new iteration of the legislation included some changes to the first draft, which were largely related to allowing public housing agencies to increase minimum rents, which are currently capped at $50 a month. The Subcommittee is scheduled to hold a hearing on the second draft of SESA this Thursday, October 13. For more information on Section 8 Voucher reform, please visit our website.


Online Registration Now Open for 2012 National Conference

Registration for the Alliance's 2012 National Conference on Ending Family and Youth Homelessness is now open. The conference will take place at the Millennium Biltmore Hotel Los Angeles from February 9 to the 10, 2012.

HUD Issues Notice on Collaboration

The U.S. Department of Housing and Urban Development (HUD) recently issued a notice encouraging collaboration and partnerships to improve service delivery. Beginning on page 9, the notice explores different ways Public Housing Agencies and other HUD grantees can utilize a variety of funds for supportive service delivery and housing stabilization.
