Spotlight On...
Webinar on Implementing the New ESG Rule

Next Tuesday, November 29 at 1 p.m. ET, the Alliance will host a webinar entitled, "New ESG Regulations: Overview and Implementation." Presenters will highlight lessons learned from the Homelessness Prevention and Rapid Re-Housing Program (HPRP) that can be applied to the new Emergency Solutions Grant (ESG) program. Speakers will also briefly summarize the interim regulation. The new regulation adds rapid re-housing and more robust homelessness prevention as eligible activities to the ESG program. Norm Suchar, Director of the Center for Capacity Building at the Alliance, will lead the webinar.

Hill Update

FY 2012 HUD Appropriations Bill Becomes Law
The fiscal year (FY) 2012 Appropriations Bill for the Departments of Housing and Urban Development (HUD), Transportation, Agriculture, Commerce, Justice, and related agencies was passed by Congress last Thursday, November 17. The President then signed the measure into law on Friday, November 18. The legislation included flat funding for McKinney-Vento Homeless Assistance Grants. The legislation also included a stopgap funding measure to fund the other government agencies until December 16 to provide Congress more time to finalize the remaining appropriations bills.

Super-Committee Fails to Reach Agreement
Yesterday, members of the Joint Select Committee on Deficit Reduction, more commonly referred to as the super-committee, announced that they were unable to come to a bipartisan agreement on deficit reduction by their deadline. Their inability to reach a consensus will result in automatic sequestration, which involves gradual cuts to both non-exempt defense and non-defense accounts beginning in January 2013 and lasting through FY 2021. Many programs assisting low-income people are technically exempt from sequestration, though affordable housing and homelessness programs are not exempt. In light of the Super-Committee's inability to produce a plan, some legislators have begun discussing the possibility of repealing or altering sequestration; however, it is very unclear whether this is a politically or legislatively viable option.
Youth Homelessness on the Alliance Blog

In recognition of the National Homeless Youth Awareness Month and the holiday season, the Alliance will be featuring blog posts about youth homelessness for the next few weeks. Posts about sexual exploitation, family reunification, and federal programs serving youth penned by Alliance policy and program experts will be featured. CSH Releases RFP for Supportive Housing Programs

On Monday, November 28, the Corporation for Supportive Housing (CSH) will be releasing a Request for Proposals (RFP) to nonprofit organizations (or teams of nonprofit organizations) that can implement cost-effective models of supportive housing connected to coordinated health services for low-income men and women with chronic health challenges. CSH is specifically interested in men and women who are a) experiencing homelessness or persistent housing crises and b) high-cost users of crisis health services. CSH will hold a webinar on Thursday, December 8 for organizations interested in applying.
TAC Launches Supportive Housing Website

The Technical Assistance Collaborative (TAC) has launched a new website - the TAC Resource Center on Supportive Housing. This site highlights the new integrated supportive housing approach recently authorized by Congress within the U.S. Department of Housing and Urban Development (HUD) Section 811 Supportive Housing for Persons with Disabilities program. This new website will provide information and technical assistance targeted to states and other supportive housing stakeholders as they face new challenges and opportunities to prevent and end institutionalization and homelessness among people with disabilities.
