HUD and VA Announce $46.2 Million in HUD-VASH Vouchers

The U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Veterans Affairs (VA) announced that HUD will provide $46.2 million to supply permanent housing and case management for 6,790 homeless veterans through the Veterans Affairs Supportive Housing Program (HUD-VASH). Under this program, homeless veterans receive a Section 8 Housing Choice Voucher from HUD that is coupled with case management and clinical services provided by VA at its medical centers and in the community. Evaluation of the program has found that participants experience an increase in days housed, employment, income, and connections with family and friends.

Hill Update

Veterans Reauthorization Bill Introduced
On Wednesday, July 15, Representative Ted Deutch (D - FL) introduced the Helping Homeless Heroes Act (H.R. 2559). The Act would reauthorize and extend the Grant Program for Homeless Veterans with Special Needs and the Homeless Veterans Reintegration Program. In addition, the bill would also require that the Secretary of the Department of Veterans Affairs submit a plan on ending veterans homelessness to Congress. A similar bill, S. 1148, was introduced in the Senate in June.

Senate Committee Passes Second Chance Reauthorization Act
On Thursday, July 21, the Senate Judiciary Committee voted on and approved the Second Chance Reauthorization Act of 2011 (S. 1231). The bill provides resources to improve outcomes for people released from prison and jail. The bill extends the original program by five years, includes support for a study of duplicative programs, and promotes better accountability among grantees.

House Hearing on Title V
On Wednesday, July 27, the House Committee on Oversight and Government Reform will hold a hearing entitled, "Disposal of Federal Real Property: Legislative Proposals." The hearing is on three different proposals (H.R. 665, H.R. 1205, and H.R. 1734) that would all alter the way the federal government disposes of surplus federal property. Under Title V of the original McKinney-Vento Homeless Assistance Act homeless service organizations have first right of refusal when the federal government is selling off or otherwise disposing of its property. If the property is not fit for homeless services or it is not claimed by any organizations, the federal government can move forward with its disposal. Maria Foscarinis, executive director at the National Law Center on Homelessness and Poverty, will testify at the hearing on the possible impact of the proposals mentioned above.

Alliance Co-Authors Brief on Systems Integration

The Alliance, along with Debra Medeiros from The National Center on Family Homelessness, co-authored the first in a series of briefs about the Strengthening At Risk and Homeless Young Mothers and Children initiative. This article outlines the specific work of the FACT (Family Assertive Community Treatment) project in Chicago, Illinois. The authors of the brief found that the FACT project's use of a team-based service model results in strong outcomes for mothers and children experiencing homelessness; moreover, the inclusion of a Systems Integration Manager extended the reach of the program even further. Hired at the onset of the program, the Systems Integration Manager focuses on bridging service gaps and enhancing cross-systems interactions.

NCHV to Hold Summit on Veteran Access to Housing

On Wednesday, July 27, the National Coalition for Homeless Veterans and the Home Depot Foundation will hold a "Veteran Access to Housing Summit" in San Antonio. The session will explore and identify opportunities for, and challenges to, increasing permanent housing opportunities for low-income and formerly homeless veterans graduating from assistance programs.
