Online conference registration will close for the 2012 National Conference on Ending Family and Youth Homelessness at midnight ET on Thursday, February 2. Onsite registration will be available at the conference on Wednesday, February 8th for $650 based on availability.

Hill Update

President Delivers State of the Union Address
Last Tuesday night, President Obama delivered his State of the Union Address to the nation. The President focused much of his speech on improving the economy, strengthening the middle class, and job creation, but did not focus on homelessness. In his speech, he did call upon Congress to complete work on the payroll tax extension bill, which includes an extension of unemployment benefits. The House and Senate are expected to take up this measure in February.

Section 8 Voucher Reform Work Continues
The House Financial Services Subcommittee on Insurance, Housing and Community Opportunity released a
discussion draft of legislation intended to reform the Section 8 Voucher program on January 13. Previous iterations of reform proposals include SESA and SEVRA. The latest draft would set minimum rents at around $70 and allow Public Housing Authorities (PHAs) to set rents above the set minimum. The draft includes provisions to ease project-basing restrictions to better serve homeless populations. The discussion draft is intended to streamline application and income determination process and the program as a whole. The markup of this discussion draft is set for Tuesday, February 7.

Report Released on Youth Homelessness in the District of Columbia

The DC Alliance of Youth Advocates (DCAYA) released a report, "From the Streets to Stability: A Study of Youth Homelessness in the District of Columbia." This first ever report of youth homelessness in Washington, DC provides an analysis of the prevalence, characteristics, shelter status, education attainment, and employment status of youth ages 12 to 24. During the two-week effort, 490 youth were counted and 330 youth were surveyed.

The Alliance has published a brief on the organization's promising practice to count and survey homeless youth. The brief describes efforts to develop partnerships, study design, volunteer recruitment and training, and lessons learned.

Conference Cancellations Due

All cancellations for the 2012 National Conference on Ending Family and Youth Homelessness must be submitted in writing and received by 5 p.m. ET on Friday, February 3. Any cancellations received after this date will receive no refund. Cancellations received prior to the cutoff will be charged a $100 processing fee plus $25 cancellation fee.

Alliance Webinar Briefing on President's FY 2013 Budget Proposal

On February 15 from 1 to 2 p.m. ET, the Alliance will host a webinar on the President's fiscal year (FY) 2013 Budget Proposal. The budget reflects the Administration's funding priorities for the upcoming fiscal year and is meant to guide Congress as it moves through the federal appropriations process. The budget proposal is expected to be released on Monday, February 13.

The webinar will provide an overview of the federal budget process and an analysis of the Administration's proposed funding levels for federal affordable housing and homelessness programs. Presenters will provide a rundown of the President's FY 2013 budget requests, along with information on this year's opportunities to advocate for protecting and expanding critical housing and homelessness assistance. The webinar will also review the overall budget and policy outlook for the year, including the scheduled January 2013 sequestration, which will result in across-the-board funding cuts to federal programs.
