Hill Update

Congress Continues FY 2012 Appropriations Work
The Senate continued to work on fiscal year (FY) 2012 appropriations last week as it debated and voted on amendments to the proposed appropriations "minibus," which includes funding legislation for the Departments of Agriculture, Commerce, Justice, Transportation, Housing and Urban Development and other related agencies. It is anticipated that the Senate will vote on this combined measure early next week when they return from their week-long recess.

In a Statement of Administration Policy (SAP) to the Senate regarding the minibus, the White House urged senators to provide additional funds for the McKinney-Vento Homeless Assistance Grants, stating that more funding is needed to implement the HEARTH Act and meet the goals of the Federal Strategic Plan to End Homelessness.

Senate HELP Committee Holds ESEA Reauthorization Hearing
On Thursday, October 20, the Senate Committee on Health, Education, Labor, and Pensions (HELP) held an Executive Session, which is similar to a hearing, on the Elementary and Secondary Education Reauthorization Act of 2011. The Act reauthorizes the McKinney-Vento Act's Education for Homeless Children and Youth (EHCY) program. The bill was amended during the Session to include educational provisions for children and youth in foster care. The bill, as amended, would strengthen and enhance existing services for homeless children and youth. For more information and to view a video of the markup, please click here.
