In a response to the fact that the homelessness remains one of Pasadena’s most complex and important social issues, the Institute for Urban Research and Development developed a ten-year plan – “City of Pasadena 10-Year Strategy to End Homelessness.” The strategy is built around a framework of four primary strategies, they are:

  1. Ending chronic homelessness
  2. Supporting existing homeless services
  3. Expanding existing homeless services
  4. Strengthening homeless prevention efforts

Each strategy is supported by recommendations and potential funding sources; the plan was finalized in 2005.
