In 2004, the City of San Francisco developed a Ten Year Council to End Chronic Homelessness. From this council establishment came “The San Francisco Plan to Abolish Chronic Homelessness.” Using the Housing First model, the recommendation of the ten year plan is to develop 3,000 units of permanent supportive housing. Also recommended is improved service delivery, prevention and intervention strategies, a coordination of city resources, redirection of homeless dollars to enhance dollar efficiency, and increased access to employment.
