The Commission to End Chronic Homelessness submitted “Hartford’s Plan to End Chronic Homelessness by 2015” in June of 2005. The seven critical areas for strategic planning recommended by the Commission are:
  1. Supportive and affordable housing
  2. Economic stability through job/vocational training and placement
  3. Discharge planning
  4. Support services
  5. Data collection
  6. Political will – a regional approach to chronic homelessness
  7. Implementation vehicle

The vision of this plan is that all persons facing chronic homelessness in the Hartford region will have access to safe, decent, affordable housing and the resources and support needed to sustain it by 2015.
