On December 5, HUD published in the Federal Register the interim rule for the new Emergency Solutions Grant (ESG) program. The new ESG program adds expanded prevention and rapid re-housing as eligible activities to the Emergency Shelter Grant. A second fiscal year 2011 allocation will be released to communities shortly to implement the new rule.

On November 29, the Alliance hosted a webinar on the interim ESG rule, its impacts, and lessons learned from the Homelessness Prevention and Rapid Re-Housing Program (HPRP) that can be applied to the new ESG program. A recording of the webinar is available here, along with a copy of the PowerPoint slides used during the webinar.

In order to help communities implement the new ESG rule and maximize the impact of limited prevention and rapid re-housing resources, the Alliance has compiled a number of resources that may be helpful.
