In 2003, 17,500 people experienced homelessness in Jacksonville, 86 percent more people than in 2000. The main goals of the Blueprint is to prevent homelessness through providing them with resources, decrease the length of homeless episodes through rapid re-entry, and stabilize the chronically homeless through access to supportive housing and services. Assistance programs would include outreach, discharge planning, establishment of a Housing Resource Center and increased income among poor families.
