In October of 2003, Urbana-Champaign’s continuum of care instituted a plan to end homelessness by the year 2014. Through a process of strategic planning and goal-setting, the Urbana Champaign continuum of care and other endorsing institutions set in motion a Ten Year Plan to End Chronic Homelessness in the County.
