Baltimore's streets are home to at least 3,002 people on a given night, one-third of whom are chronically homeless. To assist these people, a Leadership Advisory Council and panel of community members has developed a 10-year plan focusing on housing, health care, prevention and emergency services. The plan calls for an additional 500 housing units under "Housing First," Housing Choice Vouchers for chronically homeless people with disabilities and establishing a shelter that is open continuously. Services are also required for these people, which will be provided via increased access to healthcare, employment and training, pubilc benefits and legal interventions.
