The vision of Saginaw County's Ten Year Plan is to stabilize the homeless with permanent housing and supportive housing, to prevent homelessness with education and awareness, and to inform people at risk about the Continuum of Care's services. The plan recommends that a Housing First model be employed and outreach, discharge practices and economic opportunity be improved. At a higher level, partnerships with local governments and data-collection technology are useful tools.
