St. Paul and Ramsey County submitted the first part of a two part plan to end homelessness titled “Plan to End Homelessness in Ramsey County - Part 1: Ending Long Term Homelessness” in March of 2006. Focusing first on ending chronic homelessness, Ramsey County and the City of St. Paul has outlined five strategies:

  1. Create Supportive Housing
  2. Prevent Long Term Homelessness
  3. Increase and Leverage Public Investment
  4. Improve Coordination and Delivery of Services and Housing
  5. Build a Community Wide Response to Homelessness
Each strategic step has benchmarks to measure progress in the fight to end chronic homelessness in St. Paul and Ramsey County.
