Through a Community Forum and subcommittees of the Steering Committee of the Orange County Partnership to End Homelessness, a 10-Year Plan has been created to help the area's 224 homeless individuals. One of the plan's goals is to decrease chronic homelessness by outreach greater permanent housing. Preventing general homelessness can be achieved by targeting those at risk, such as runaways, youth aging out of foster care and those re-entering society from prison, hospitals or institutions. Increased employment opportunities, access to services and public participation are also necessary.
