The City of Raleigh and Wake County, through a partnership effort with the Wake Continuum of Care and Triangle United Way, developed a ten year action plan to end homelessness. To ensure broad community support, this partnership held five public forums, eight community leadership forums, and a number of focus groups county-wide. The result of this inclusive process was an aggressive plan with six principles at its foundation:
