To solve long-term homelessness in the cities of Bismarck and Mandan, the area's 10-Year Plan aims to create 130 permanent supportive housing units, which will be utilized along with existing units to follow the "Housing First" model that rapidly places homeless people. Through additional units, better acility to pay for housing and better services and advocacy, homelessness will be solved and prevented. With a secure 10-year plan, leadership, sources of funding and data the program can eliminate homelessness.
