Over 1,600 people experienced homelessness in Lincoln County in 2006 and the new Ten-Year Plan specifically targets the ten percent of that population that is chronically homeless. The plan focuses on using a Housing First model and providing increased affordable housing by preservation and development. Another of the plan's goals is prevention, by means of improved outreach, better discharge practices and more economic opportunities. Better public education and data assessment are other factors.
