In December of 2004, the City of Portland and Multnomah County introduced their plan, “Home Again: A 10-Year Plan to End Homelessness in Portland and Multnomah County.” This Ten Year Plan has taken a direct approach to solving the issue of homelessness. Three simple principles guide their strategy: focus on the most chronically homeless populations first, prevent new homelessness by streamlining access to existing services, and concentrate resources on programs that have been effective.
