The Homeless Program Committee of the Greater Philadelphia Urban Affairs Coalition offers this “Blueprint to End Homelessness in Philadelphia” with the beliefs that there are solutions to the problem of homelessness and solving homelessness is critical to the overall economic development and health of the city. The Blueprint offers a set of concrete recommendations of how the city can make substantial progress in significantly reducing homelessness. These recommendations are structured according to four overarching and interlocking goals:
