The Pennsylvania Interagency Council on Homelessness proposed an “Agenda for Ending Homelessness in Pennsylvania,” in November of 2005. The Commonwealth has adopted a set of principles to carry out this agenda which are:

• Provide and assure access to a continuum of housing and support services
• Nurture and expand creative use of resources
• Develop an administrative structure and delivery mechanisms to effectively implement this plan

Pennsylvania will pursue its homeless strategies by providing housing supportive services and prevention of homelessness through a comprehensive set of goals and action steps.
