The interim Continuum of Care (CoC) rule developed under the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act was released in the Federal Register on July 31, 2012 and went into effect on August 30, 2012. The purpose of this document is to help Continuums think through how to take advantage of opportunities in the regulations to further the use of national best practices in their communities. The Alliance’s recommendations for how to do this focus on the following areas:

- Transitional Housing
- Rapid Re-Housing
- Governance and Performance Measurement
