In October of 2005, The Ten-Year Plan to End Chronic Homelessness Task Force unveiled “The Knoxville and Knox County Ten-Year Plan to End Chronic Homelessness.” The plan, while challenging the community to be more proactive in addressing chronic homelessness, also promotes higher levels of accountability and responsibility among the homeless. The following are strategies that offer a different approach to the problem of chronic homelessness:

  1. Move people into Housing First
  2. Stop Discharging to the Streets
  3. Increase Coordination and Effectiveness of Service
  4. Increase Economic Opportunities
  5. Implement New Data Collection Methods
  6. Develop Permanent Solutions
  7. Strengthen Partnerships with Faith-Based Organizations
  8. Recognize Homelessness as a Community Challenge
  9. Prevent Homelessness
By implementing this plan, the community can end chronic homelessness and reduce all homelessness within ten years.
