In recognition of the tremendous short- and long-term consequences and costs of allowing homelessness in Memphis and Shelby County to continue, the Mayors’ Task Force on Homelessness was created. To guide the community in coordinating and developing programs and initiatives to break the cycle of homelessness and prevent future homelessness, The task force developed the “Blueprint to Break the Cycle of Homelessness and Prevent Future Homelessness.” The Blueprint provides goals and strategies to address five priority needs as critical to breaking the cycle of homelessness and preventing future homelessness, they are:

  1. The need to fill gaps in services and housing options for homeless individuals and families
  2. The need to ensure that homeless people, and the agencies that serve them, make full use to ensure that homeless people, and the agencies that serve them make full use of all public mainstream programs for which they are eligible
  3. The need to increase and improve efforts to prevent homelessness from occurring
  4. The need to better leverage and work with members of our strong faith community
  5. The need to better leverage resources and expertise of our corporate community. 
The Blueprint was finalized in August 2002.
