The City of El Paso, Texas has published “Border Control: Ending Chronic Homelessness in El Paso, Texas.” The plan is composed of three strategies to end homelessness; each strategy is supported by action steps, responsible organizations, target dates, and resources. The strategies are: engaging the chronically homeless; providing services to the chronically homeless; and establishing the chronically homeless in independent living or long term supportive housing.
