The goals of the Fort Worth plan are clearly listed in its title: to make homelessness rare, short-term and non-recurring. The strategies include increasing permanent supportive housing, expanding services, developing a central resource facility, expanding prevention initiatives, strengthening existing efforts, and educating and advocating for change.
