The purpose of this plan is to provide guidelines to assure that permanent, secure, safe housing for all eligible persons will be acquired and maintained through the creation and implementation of 1) public policies; 2) system management; 3) housing stock; and 4) effective social services, public health and economic infrastructures that eradicate chronic homelessness.
