In the summer of 2003, the Mayor of San Antonio developed a task force addressing hunger and homelessness in the city. This task force was then charged with developing a short and long term strategy for addressing issues relative to hunger and homelessness. Drawing from a number of different interested parties, the task force developed the Ten Year Plan to End Chronic Homelessness. This plan utilizes four strategic guidelines outlined by the National Alliance: Plan for Outcomes, Homelessness Prevention, Housing First/Housing Stabilization, and Building the Infrastructure. The vision of this plan is that by the year 2014 all persons facing chronic homelessness in San Antonio will have access to safe, decent and affordable housing with the supports needed to sustain it.
