In January of 2005, the Mayor’s Homelessness Committee was formed along with five subcommittees representing twenty-five area agencies. The represented entities include homeless service providers, community leaders, local business employers, hospitals, colleges, media, concerned residents, social agencies, and churches. The partnership and community participation resulted in the City of Waco’s “Opening Doors, Unlocking Potential: The Mayor’s Ten Year Plan to End Chronic Homelessness.”
