President Obama yesterday day laid out plans in his budget proposal to Congress for fiscal year (FY) 2016 that would significantly reduce homelessness among veterans, families, and chronically homeless people and restore housing vouchers that were lost under sequestration.

This month, volunteers and homeless service providers around the country are conducting the 2015 Point-in-Time (PIT) Count, the only national measure that captures the scope of people experiencing homelessness in the U.S. In the weeks and months that follow the count, the Alliance's Homelessness Research Institute (HRI) will be seeking the PIT Count data collected by communities in order to track homelessness and maintain a 2015 Homeless Counts Map. If you learn of 2015 Count information available for your community, please send it to the Alliance at counts@naeh.org.

On Thursday, Feb. 19, at 7:15 p.m. PT, the second day of the Alliance's 2015 National Conference on Ending Family and Youth Homelessness at the Sheraton San Diego Hotel & Marina, conference attendees will have a chance to attend a free screening of "The Homestretch," a documentary film about youth homelessness. The film follows the lives of three homeless teenagers as they fight to stay in school, graduate, and build futures for themselves.

New Orleans Mayor Mitch Landrieu announced last week that his city had housed 227 homeless veterans, exceeding its goal of housing the 193 homeless veterans counted in the 2014 homeless census and effectively bringing an end to veteran homelessness in the city.

With just 100 slots left for conference attendees, the Alliance now anticipates that registration for the 2015 National Conference on Ending Family and Youth Homelessness in San Diego will soon reach capacity. If you have not yet registered for the conference, we encourage you to register as soon as possible. The regular registration rate of $525 per person is scheduled to run to 3 p.m. ET on Wednesday, Jan. 14, but will close early if the event reaches capacity before that date.

Earlier this month, the Federal Housing Finance Agency (FHFA) directed Fannie Mae and Freddie Mac to begin allocating funds to the Housing Trust Fund and the Capital Magnet Fund, affordable housing programs meant to increase and preserve the nation's stock of affordable housing for low-income households. The contributions by Fannie Mae and Freddie Mac to these programs had been temporarily suspended on the basis that allocating funds to the programs would contribute to their financial instability.

Starting in January 2015, the Alliance will begin distributing a new newsletter, "Rapid Re-Housing Update," which will focus exclusively on the housing intervention of rapid re-housing. This newsletter will provide readers with the most up-to-date information on rapid re-housing, including new reports, briefs, and studies as well as updates on Alliance events and activities.

The Obama administration and two federal agencies on Monday announced $13.5 million in funding for housing assistance aimed at helping 1,984 homeless veterans. The assistance will come in the form of Section 8 Housing Choice Vouchers coupled with Department of Veterans Affairs case management under the Department of Housing and Urban Development-Veterans Affairs Supportive Housing (HUD-VASH) voucher program.

The Alliance has published the first in a series of briefs that are meant to provide community leaders and rapid re-housing providers information on how to take advantage of federal programs to fund rapid re-housing. Each brief will cover essential information on the funding source, the ways in which providers can use it to support rapid re-housing, and examples of communities that have successfully done so.

The Alliance is currently accepting applications for its scholarship program for our 2014 National Conference on Ending Family and Youth Homelessness, which will take place at the Sheraton San Diego Hotel and Marina, Feb. 18 to 20. The deadline to submit an application for the scholarship program is Wednesday, Dec. 3.

The Alliance has published a toolkit, "Rapid Re-Housing Tools," that provides sample materials to assist rapid re-housing providers and rapid re-housing program staff. The Alliance is asking experienced rapid re-housing providers to submit materials for inclusion in the toolkit. Currently, it includes landlord marketing materials, a housing specialist job description, and materials meant to help housing provider clients consider their potential housing options and understand leases.

In the last three years, 15 of the country's largest metropolitan areas, including New York and New Orleans, have cut their numbers of veterans experiencing homelessness by more than 50 percent. As part of the Alliance's Never Another Homeless Veteran campaign, the Alliance recognized the cities of New York and New Orleans and other communities at our 2014 Annual Awards Ceremony on Wednesday, Nov. 5, for achieving these historic reductions in veteran homelessness.

Early registration for the Alliance's 2015 National Conference on Ending Family and Youth Homelessness, which will take place at Sheraton San Diego Hotel & Marina February 19 to 20, will close at 3 p.m. ET on Wednesday, Nov. 12. At that time, the early registration rate of $450 per person will expire, and the registration fee will increase to the regular rate of $525.
