The Alliance is currently accepting applications for its scholarship and volunteer programs for the 2013 National Conference on Ending Homelessness, which will take place at the Renaissance Washington DC Hotel, July 22 to 24. The deadline to submit an application for the scholarship program is Monday, May 20. Only individuals who are currently experiencing homelessness or who have experienced homelessness in the past are eligible to apply. More information about the scholarship program and the application process is available on the conference website.

On Wednesday, April 10, the Administration released its complete fiscal year (FY) 2014 Budget Proposal, continuing the federal budget process for FY 2014. The Budget Proposal is typically released in early February; however, this year, due to complex issues such as the so-called fiscal cliff, sequestration, and a delay in finalizing the FY 2013 appropriations, the Administration released their proposed budget two months late. The FY 2014 Budget Proposal suggests funding levels for various key programs targeted at low-income people or people experiencing homelessness.

On Tuesday, April 9, at 3 p.m. ET, the Alliance will host a webinar on the release of the Alliance's annual research report: The State of Homelessness in America 2013. Samantha Batko, director of the Alliance's Homelessness Research Institute, will explain the latest data in The State of Homelessness 2013 and why it matters for communities working to prevent and end homelessness. The webinar will also cover media engagement and advocacy efforts around the report.

The Alliance has published a new fact sheet highlighting key information about the implementation of health care reform. "Homeless Services and Medicaid Enrollment: What You Need to Know Now" has basic information on changes in Medicaid enrollment, which will begin to take effect later this year.

The Alliance and its partners have submitted written testimony for a hearing on state waivers for the Temporary Assistance for Needy Families (TANF) Program. Submitted on March 14 to the House Ways and Means Subcommittee on Human Resources, the testimony addresses the Administration's decision, laid out in an information memorandum released by the Administration in July, to grant states, in the form of waivers, greater flexibility in determining work activity requirements for families receiving TANF assistance.

The Alliance has published an interactive map of homelessness numbers collected this January as a part of the 2013 Point-In-Time (PIT) Count. Every Continuum of Care (CoC) participated in the Department of Housing and Urban Development (HUD) mandated PIT Count of their sheltered and unsheltered homeless populations. The data come from media reports and reports published on CoC and government websites.

Workshop presentations from the Alliance's 2013 National Conference on Ending Family and Youth Homelessness are now available online. Presentations focus on a wide range of issues, from using data to size and scope the issue of youth homelessness, to reunifying homeless youth with parents through family interventions, to retooling transitional housing programs.

On Monday, February 25, the Bipartisan Policy Center's Housing Commission released America's Future: New Directions for National Policy, providing recommendations for federal housing policy, which the Commission says in the report is currently "outdated and inadequate." The Commission, on which Alliance President and CEO Nan Roman serves as a member, endorses the 1949 Housing Act goal of a "decent home and a suitable living environment for every American family."

The Alliance's Homelessness Research Institute (HRI) is seeking data from the Point-In-Time Counts conducted by Continuums of Care (CoCs) last month. If you have 2013 count information available for your community, including any detailed data on specific subpopulations such as youth, families, and chronically homeless persons, please send it to the Alliance at counts@naeh.org. You contribution is invaluable to the Alliance's work to prevent and end homelessness.

With roughly 60 registration slots available for the conference taking place in Seattle, WA, at the Sheraton Seattle Hotel on Thursday, February 21 and Friday, February 22, the Alliance is encouraging everyone who plans to attend to register as soon as possible.

On Tuesday, January 1, Congress passed legislation that averted or postponed a majority of the provisions and events that make up the so-called "fiscal cliff." The bill, known as the American Taxpayer Relief Act of 2012 (HR 8), was signed into law by the President early Thursday morning.
