Position: Senior Program and Policy Analyst for Youth
Location: Washington, DC

The National Alliance to End Homelessness (the Alliance) is a nonprofit, non-partisan organization committed to preventing and ending homelessness in the United States. The Alliance advances knowledge and educates opinion leaders about solutions to homelessness; works collaboratively with public, private, and nonprofit partners to develop and advance policy solutions to homelessness; and builds the capacity of communities across the country to achieve their goal of preventing and ending homelessness.

Job Description

The Senior Policy Analyst for Youth works to guide and implement the Alliance’s efforts to end homelessness among youth. The focus of this position is single youth (those not living with a family).

The Analyst analyzes federal policy around homeless youth, and develops and advances policy recommendations. Areas of concentration include homeless youth programs, juvenile justice, child welfare, housing and others as relevant. Policy goals are pursued with both Congress and the Administration. The Analyst also works with national coalitions and communicates policy goals to partners at the state and local levels.

The Analyst is familiar with various programs around the country that assist homeless youth and with different models of assistance. S/he understands how federal programs are best used by local jurisdictions and programs, and shares this information with communities. S/he also learns from local best practices, and shares this information with federal policy makers.

The Analyst is familiar with research on homelessness and homeless youth. The Analyst uses this research to help improve federal policy, as well as practice in the field.

The Analyst works within the Alliance’s Program and Policy division. S/he works closely with other staff who focus on homeless youth and family issues. The Analyst is responsible for articulating and advancing a strategy for ending homelessness among youth, and for working with the rest of the Alliance staff to place this effort in the context of the organization’s effort to end homelessness overall.

Responsibilities

  • Serve as a lead Alliance expert on youth homelessness, with particular emphasis on unaccompanied homeless youth.
  • Work closely with other staff to create and advance a clear vision of the nature of the problem of youth homelessness and its solutions.
  • Maintain a thorough familiarity with federal policy relating to youth homelessness.
  • Maintain a thorough familiarity with models of assisting homeless youth throughout the nation.
  • Participate in internal processes to develop and articulate overall Alliance positions on issues related to ending youth homelessness.
  • Identify, disseminate information on, and promote: effective local practices to assist homeless youth; state and local policies that affect homeless youth; and broader collaborative initiatives at the local, state or national level that are intended to prevent and end youth homelessness.
  • Develop and advance policy agendas for Congress and the federal Administration with the goal of preventing and ending youth homelessness.
  • Lead projects involving collaboration among multiple staff people, including planning and operation, as directed.
  • Represent the Alliance on public policy issues related to ending homelessness, working with Congress, the Administration and coalitions.
  • Contribute articles to the Alliance Online News.
  • Develop workshops at the Alliance’s annual conference.
  • Participate in other activities of the Program and Policy team.
  • The Senior Program and Policy Analyst is expected exercise leadership in working closely and collaboratively with other Alliance staff members, and to assume other responsibilities as determined by the leadership of the Alliance.

Qualifications:

  • Demonstrated commitment to and interest in issues related to homelessness, youth and/or poverty.
  • Demonstrated ability to conceptualize, initiate, and implement tasks. Personal initiative is important.
  • Excellent written and oral communication skills.
  • Working knowledge of federal and Congressional procedures, knowledge of federal poverty programs (particularly those related to homelessness and youth).
  • Bachelors Degree or equivalent, plus at least five years relevant experience. Experience working with homeless youth or on homeless youth issues will be of particular relevance. Education requirement may be replaced by three or more years of additional relevant work experience. Graduate degree in a field related to this work is a plus.
  • Strongly preferred: experience/knowledge of one or more public systems related to homelessness, youth and/or poverty in the United States.

Job Description

The Senior Policy Analyst on Health/Behavioral Health works to guide and implement the Alliance’s efforts to end homelessness among people with severe disabilities and others for whom health care, including treatment for mental illness and addiction, is an essential part of the solution. A movement across the nation seeks to end homelessness among the most vulnerable people, including those who have experienced long term homelessness and who are disabled with physical disabilities, mental illness, addiction, HIV/AIDS and other illnesses. Cities, towns and rural areas seek to house such vulnerable individuals and families and provide them with appropriate services. The Alliance, Congress, and the Administration are all committed to this strategy, and there is an on-going federal policy effort to ensure that the services needed are available. The Senior Policy Analyst on Health/Behavioral Health will, among other things, lead the Alliance’s work to support the achievement of this goal.

The Analyst analyzes federal policy around health care, behavioral health care and other services and how these issues interact with housing, and develops and advances policy recommendations. Areas of concentration include programs that provide funding for permanent supportive housing for people experiencing chronic homelessness – both for housing and for treatment and supportive services. There will be a focus on making Medicaid and other aspects of federal health care reform as useful as possible for this purpose. Policy goals are developed also with knowledge of and input from the field, and pursued with both Congress and the Administration. The Analyst also works with national coalitions and partners at the state and local levels.

  • Work closely with other staff to create and advance a clear vision of the nature of the problem of chronic homelessness and its solutions.
  • Maintain a thorough familiarity with federal policy relating to homelessness, health care and behavioral health care.
  • Maintain a thorough familiarity with models of reducing the number of people experiencing chronic homelessness throughout the nation, and the role of health care and behavioral health care in reducing all forms of homelessness.
  • Participate in internal processes to develop and articulate overall Alliance positions on issues related to ending homelessness.
  • Identify, disseminate information on, and promote: effective local practices to reduce the number of people experiencing chronic homelessness and homelessness among people with service needs; state and local policies that affect chronic homelessness and homelessness among people with service needs; and broader collaborative initiatives at the local, state or national level that are intended to prevent and end chronic homelessness and homelessness among people with service needs.
  • Develop and advance policy agendas for Congress and the federal Administration with the goal of ending chronic homelessness within five years. Contribute more broadly to the agenda for ending homelessness among all people who require health/behavioral health services.
  • Lead projects involving collaboration among multiple staff people, including planning and operation, as directed.
  • Represent the Alliance on public policy issues related to ending homelessness, working with Congress, the Administration and coalitions.
